Founder and President

Harold W. (Bill) Moore, P.E., Founder and President of H.W. Moore Associates, Inc. of Boston Massachusetts, has nearly 50 years of experience in charge of major engineering projects. Since founding H.W. Moore Associates in 1967, Bill has remained actively involved in all aspects of the firm's operations. Through his close professional association with, and long service to, a number of the most successful and experienced development firms and industries who have consistently utilized the company's services, Bill has developed a unique blend of engineering and planning expertise.

A few of Bill's notable projects include portions of the Boston Redevelopment Authority's Waterfront Project, the MBTA South Shore rapid transit projects, and Harbor Point, along with hundreds of other residential, commercial, and industrial development projects located throughout New England and other eastern states.

Bill is a Registered Professional Engineer in a total of fifteen states, and has completed numerous courses and other technical studies in Project Planning and related fields. Bill has a Bachelor of Science Degree in Civil Engineering from Union College in Schenectady, NY and a Masters Degree in Civil Engineering from Northeastern University in Boston, MA.

Joseph R. Spugnardi

Design Engineer

Joseph R. Spugnardi, E.I., Design Engineer with H.W. Moore Associates, Inc., joined the firm in the summer of 2000. During his tenure with the firm, Joe has participated in numerous residential, commercial, and utility projects throughout Massachusetts. He is highly proficient in hydrologic analysis and drainage design, especially as it relates to current regulations governing stormwater management.

He has extensive experience with industry standard models including the USDA NRCS TR-series, HydroCad and Haestad Methods hydrologic modeling software. Other responsibilities have included environmental permitting, preparation of ENF's, EIR's, Army Corps permits, sewer extension/connection permits, Notice of Intents and ANRAD's.

Joe is a Registered Engineer Intern and has a Bachelor of Science Degree in Civil Engineering from the University of Maine at Orono.
